Tokens like this one were accepted by toll machines as payment until 01/31/1997. You would buy them in cash from a booth agent, essentially pre-paying for your toll for the return trip. You would simply drop the coin into an automated toll machine and be on your way. It was the E-Z Pass system before E-Z Pass existed.
